I don't buy them because of their covers, but I pick them up to read the jacket because of their covers...
I'd say it helps! as a former career graphic desinger, I would have to say updated covers help and a good design will attract or put off a potential buyer.
My kids do this (they cant read yet). They see the books with an attractive cover and ask me to read it.

I've heard it somewhere than B&N did a study on it, but I can't prove or verify the validity of the rumor, but supposedly 70% of all book sales can credit the cover design for at least some portion of the sale.
But again, it may be just an urban legend ... lol.
What I do know is many book are re-covered when a re-release is done. Stephen King books do it all the time.
